These include meetings of the technical group members, the Advocacy tour, the holding of the restitution workshop of the advocacy tour and the preparation the prefiguration session.
The technical group held meetings to prepare and validate the TORs for the advocacy tour and the prefiguration session of the National Water Council.
A study carried by the programme coordinated by the Country Water Partnership on the National Water Council in 2021 revealed some dysfunctions including the irregularity in the holding of Council meetings (two ordinary and three extraordinary meetings over fifteen years), the over-representation of ministries in relation to local authorities and civil society organizations and other users, the lack of staff in charge of the permanent secretariat, the lack of knowledge of the current state of the National Water Council by the managers of the member structures, the inadequacy of Decree 03-587/P-RM of 31 December 2003 establishing the organization and operating procedures of the National, Regional and Local Water Councils, the lack of funding for the bodies of the National Water Council at various levels, the absence of leadership at the head of the National Water Council.
In view of these observations, some recommendations include the revision of the texts establishing the organisation and operating methods of the National Water Council, the Regional and Local Water Councils, the provision of an adequate headquarters and the necessary staff for the NWC and its regional and local branches, the provision of financial resources from the national budget for the NWC and the RWCs and LWCs.
A restricted task force was established and has already the ministry of foreign affairs and international cooperation and planning to meet other ministries.
