The objectives of this workshop were to present the provisional version of the guide, gather feedback and suggestions for improvement from stakeholders, clarify the roles and responsibilities of the various actors involved in the Charter process, finalize the concept note and budget for the development phase, and agree on a roadmap for the next steps.
The methodological guide is a strategic document that highlights the major issues of the Water Charter, including conflict prevention, the promotion of transboundary cooperation, and sub-regional solidarity. It also details the key stages of the development process and clarifies the roles of institutions, states, and communities in the implementation of the Charter.
The workshop was facilitated by the consultant in charge of the mission, with support from GWP-WA and in close collaboration with the Executive Directorate of the MBA. The opening ceremony was chaired by the Prefect of Mono, Mr. MILOHIN Bienvenu, in the presence of his counterpart Mr. MEGBEDJI Christophe, Prefect of Couffo and President of the Mono Basin Committee in Benin, Mr. AHYI Jocelyn Ayicoue, Mayor of Grand-Popo, and Mr. David KPAWOL, Administrative and Financial Director of the MBA, representing the Executive Director.
This workshop, which will be followed by a similar session in Togo, marks a decisive step in building a concerted governance framework for the Mono Basin. It demonstrates the commitment of states and partners to co-construct a Water Charter based on cooperation, sustainability, and the equitable management of shared resources.
