Review Meeting on the Strategic Environmental Assessment (SEA) held in Ghana

From 26th – 28th June 2018, meetings were held at WRC to review the Strategic Environmental Assessment (SEA) Tool for the water resources sub-sector to include climate change.

This was a 4-member technical working group comprising of the Acting Chair and Programme Manager of CWP-Ghana, the Water Resources Engineer and an Officer at WRC. The initial consideration was to either (i) develop a separate tool for climate change, integrating into the existing SEA tools, or (ii) modify some of the SEA tools, integrating climate change. At the end of the 3 days, the former was adopted, developing 2 new tools to apply alongside the SEA tools. These are the Climate Impact Assessment Matrix (CIAM-adapted from GIZ publication on Vietnam) and the Climate Change Compliance (CCC) tool. Application of these tools will lead to the development of CCC Index to qualify an investment or IWRM plan to be of class A, B, C or D quality. The guideline to application of the tools is under development.

In August 2018, the tools will be tested in the ongoing investment plan preparation process by WRC/MESTI/UNDP supported Adaptation Fund project in the Black Volta Basin.
