Implementing Strategy

Its implementation will be based on a participatory and multi-stakeholder approach. In accordance with the institutional framework of IWRM in Niger, the Project intends to contribute in the long term to the establishment and animation of the Water Agency (WA) branches in the Niger portion of the Mekrou sub-basin, which are in particular:

 (i) the Water Users Associations (WUAs) at the level of the villages in the intervention zone; (ii) a Local Water Management Committee (CLE) for each of the three communes in the project intervention zone, the CGE being the federation of the WUAs of a given commune. According to the institutional framework of IWRM in Niger, the CGEs coming under the same sub-basin are then federated to form the Water Agency of the said sub-basin. The Action is also supposed to contribute to the establishment of 2 Water Management Commissions (WMCs) at the level of two Water Management Units (WMUs), namely those of the Niger-Liptako River and of Dallols Adder-Doutchi-Maggia out of the 7 in the country. Indeed, the territorial space of the Mekrou sub-basin is spread over these 2 EGUs.
These functional IWRM bodies, including the CNEA and the CREAs of the Tillabéry and Dosso regions, will serve as frameworks for consultation of the stakeholders of the sub-basin and its area of influence to choose options or validate decisions and studies, taking into account each time a significant participation of women and youth.
The SP/PANGIRE, created within the MHA, is the monitoring and reporting body for the implementation of PANGIRE - Niger. Steering and supervision are ensured by the National Water and Sanitation Commission (CNEA) through a restricted Technical Committee of ten (10) members representing the seven (7) colleges of the CNEA and the MHA. This Technical Committee will be enlarged to the EU Delegation in Niamey, the PMU and the GWP-WA in the framework of the Action.
