Action 4 - Enhance the status of public Basin Councils

Between 2018 and 2019, the Ministry of Agriculture, in cooperation with the Country Water Partnership of Kazakhstan, brought together stakeholders from government agencies, river basin organisations, development partners, NGOs, civil society, academia, and the private sector to define a series of strategic actions for advancing on IWRM in Kazakhstan. The following action was defined as part of that process and identified as a priority action to be included in an action plan.

The purpose of this action is to strengthen institutional ability to lead IWRM implementation at the basin level by enhancing the status of public Basin Councils. Specifically, it aims to make amendments to article 40 of the Water Code to ensure, among other things, that water users within the Public Basin Councils can take decisions on strategic and priority problems in the basin.
