Tanzania - Enabling Environment

Action 1 - Reformation of basin water investment legal framework and governance structures to be more supportive of private sectors involvement

In 2021 and 2022, the Global Water Partnership (GWP) Tanzania supported the Ministry of Water in Tanzania to develop an IWRM Action Plan. The Ministry identified the Wami-Ruvu basin as a priority basin for the development of an Action Plan.  Specifically, work packages including strategic actions were formulated in collaboration with the Wami-Ruvu Basin Water Board as part of appropriate IWRM responses to some of the prevailing challenges in water resources management in Wami-Ruvu Basin. The result is an Action Plan consisting of four work packages.

This strategic action is part of the work package on developing a resource mobilisation strategy at basin level. This strategic action will contain different steps, including: a review of how existing legal frameworks affect private sector involvement in financing; the initiation of an open dialogue between the public and private sectors in the basin on shortcomings of the existing legal and regulatory framework; the design of a new water investment legal framework; the improvement of the basin office financial governance by increasing their creditworthiness and efficiency in capital planning and reducing unit costs; the development of capacities for financial planning, financial management, financial control and evaluation of non-conventional technical projects.
