Action 1 – Strengthen the legal and institutional framework for water sector planning and management
In 2022, the Global Water Partnership (GWP) South America supported the Ministry of Environment and Sustainable Development (MADES) in developing an IWRM Action Plan (PAGIRH), through a multi-stakeholder consultation process, as part of the commitments made by the country in the framework of the 2030 Agenda.
The result is an Action Plan containing 9 strategic actions with 44 specific activities to accelerate the implementation of IWRM in the country. The following action is part of this Action Plan and focuses on strengthening the legal and institutional framework for water sector planning and management. The main activities contributing to this action are as follows:
- Publish and socialise the National Water Resources Policy;
- Disseminate Law 3239/2007 on water resources and its regulations;
- Prepare the complementary resolutions for the regulation of Law 3239/2007, within the framework of Decree 7017/22, in accordance with the MADES resolution preparation schedule;
- Create the Inter-Institutional Technical Committee for coordination, planning and monitoring of IWRM;
- Develop the National Water Resources Plan and implement strategic actions of the Plan in priority river basins;
- Approval and socialisation of the updated National Drinking Water and Sanitation Plan;
- Conduct a study to identify gaps and necessary improvements in the regulations governing water quality;
- Develop a project to support the National SDG Commission on SDG 6 Clean Water and Sanitation.
