Action 9 – Advocate for an increase in the national budget for investment in small works and IWRM
In 2022, the Global Water Partnership (GWP) South America supported the Ministry of Environmnet and Sustainable Development (MADES) in developing an IWRM Action Plan (PAGIRH), through a multi-stakeholder consultation process, as part of the commitments made by the country in the framework of the 2030 Agenda.
The result is an Action Plan containing 9 strategic actions with 44 specific activities to accelerate the implementation of IWRM in the country. The following action is part of this Action Plan and focuses on advocating for an increase in the national budget for investment in small works and IWRM. The main activities contributing to this action are as follows:
- Approve the resolution for the implementation of water use fees in Paraguay;
- Design a financial instrument to channel the resources generated by the water fees and an allocation mechanism for investments in the management and sustainability of the National Water Resources Plan;
- Establish agreements and coordination with research institutions for the execution of funds from the General Budget of National Expenditure (PGN) for research focused on water resources management;
- Develop a financing strategy (resource mobilisation for IWRM actions) in the Department of Itapúa (pilot project).
