We have assembled a multidisciplinary special team, encompassing experts in hydraulic engineering, disaster emergency response, and legal affairs. Key members boast extensive experience in grassroots flood control operations and policy research, possessing a profound comprehension of on-the-ground governance challenges and data cases. The team concentrated on refining flood control planning, bolstering dynamic adjustments and multi-plan integration; enhancing the management of flood control projects, clarifying cross-regional responsibilities and the legal status of novel facilities; fortifying flood control emergency response mechanisms, refining interdepartmental coordination and public resettlement protections; and appending clauses on the utilization of floodwater resources, delineating lawful avenues and regulatory benchmarks.
GWP China placed a premium on integrating public concerns and industry challenges, extensively collecting legitimate demands from grassroots water management staff, enterprises, and the general populace, and incorporating them into our insights and recommendations to ensure the Flood Control Law revision better promotes public welfare. Upon formulating these insights and recommendations, they were systematically coordinated with the Ministry of Justice, which is overseeing the Flood Control Law revision, following standardized procedures. This effort strives to provide valuable references for the revision process and aid in constructing a more scientific and efficient legal framework for flood control and water resource management.
