5. Historical Overview
The Inaugural Meeting of the GWC was convened on September 26, 2025. At the meeting, the Rules of Procedure of the Groundwater Working Committee was reviewed and adopted, and the Chairperson, Vice Chairpersons, and Secretary-General of the Committee were elected. On the same day, the official inauguration ceremony of the GWC was held in Shijiazhuang, Hebei Province.

7. Core Responsibilities
(1) Promote sustainable groundwater utilization
By bringing together experts, scholars, managers, practitioners, and relevant enterprises and institutions in the groundwater sector, the GWC will conduct targeted research and practical initiatives on critical groundwater issues. It will focus on technological innovation and research projects in priority areas such as groundwater over-exploitation remediation, pollution control and restoration, water security enhancement, and monitoring and early warning system construction. The Committee will actively apply for national policy support, recommend outstanding achievements for recognition, learn from advanced domestic and international technologies and management practices, and explore long-term mechanisms for sustainable groundwater utilization. Additionally, the GWC will strive to amplify China's voice in the international groundwater governance arena and contribute to global water resource stewardship.
(2) Build a networked collaboration platform
Leveraging the extensive network resources of the Global Water Partnership, the GWC will facilitate connectivity and exchanges between domestic and international organizations and water-related entities in Hebei, including research institutions, universities, and water resources management authorities.
(3) Organize academic exchange activities
The GWC will organize no fewer than one high-profile academic event each year. Through hosting diverse academic exchanges, it will establish platforms for multi-stakeholder collaboration and dialogue, promote nationwide academic research and projects related to groundwater, and accelerate the transformation of scientific research achievements into practical productive capacity.
8. Core Functions and Expected Impact
By establishing a "two-way empowerment" collaboration platform and leveraging Hebei's rich experience in groundwater governance and robust monitoring resources, the GWC will provide national experts with real-world research scenarios and reliable data support.
Through strengthened "end-to-end" service guarantees, the Committee will promote in-depth integration of industry, academia, research, and application, thereby accelerating technology transfer and the dissemination of best governance practices. This will foster a virtuous cycle where "practice informs theory and theory guides practice".
By assembling a high-level think tank composed of senior leaders and experts, the GWC will give full play to the advisory role of its Expert Advisory Committee, driving the high-quality development of the groundwater sector.
Going forward, the GWC is committed to developing itself into a benchmark platform integrating technological breakthroughs, achievement transformation, and experience sharing. It will contribute Hebei's hydrological expertise to safeguarding national groundwater resource security and advancing the sustainable utilization of groundwater resources.
