GWP’s Chair, Howard Bamsey, will represent the GWP network, participating in various forums, including the meeting of the Water and Climate Coalition’s Leaders Panel. GWP, with the Government of The Netherlands, will co-chair a panel on Promoting Integrated Water Resources Management (IWRM): Valuing, understanding, and managing water resources efficiently. Although IWRM is a key target of the Sustainable Development Goal on water (SDG 6), Bamsey observes that “A recent report noted that the world is considerably behind in achieving this goal, so strengthening political will for water resources management must become a priority.”
In addition, in light of recent IPCC climate reports that find water security is being jeopardized by climate change, GWP, with the Governments of The Netherlands and Spain, SIWI, UNESCO, and UNDP, will be supporting a conversation on Water Resources and Climate Change: reinforcing the interlinkages and transforming water policies to accelerate climate resilience.
Youth as a vector for positive change will be at the center of many of the discussions during the conference and the focus of collaborative action on the road to 2023. GWP’s involvement in this space, including a Youth pre-Forum, will be supported by GWP’sYouth Engagement Specialist, Rianna Gonzales. The Youth forum seeks to highlight the role that youth play in accelerating progress on SDG 6. The youth attending will mobilise themselves and partner organizations to create concrete commitments towards the 2023 Water Conference.
The theme of the conference is “Catalyzing water action and partnership at the local, national, regional and global levels.” It is a preparatory event for the U.N. Conference on the Midterm Comprehensive Review of the Implementation of the Objectives of the International Decade for Action “Water for Sustainable Development”, 2018-2028, which will take place from 22 to 24 March 2023 in New York and be co-hosted by the Governments of Tajikistan and the Netherlands.

In December 2016, the U.N. General Assembly declared the period 2018-2028 as the International Decade for Action “Water for Sustainable Development” (or the Water Action Decade), which aims to support sustainable development and the integrated management of water resources, while promoting cooperation and partnerships to support achieving internationally agreed water-related goals and targets. On 22 March 2018, the United Nations Secretary General’s Plan for the Water Action Decade was released during a High-Level Launch Event, convened by the President of the 73rd United Nations General Assembly. The Government of Tajikistan committed to lead this process by organizing regular international conferences, the first of which was held in 2018. The second was planned in 2020 but had to be postponed to 2022 due to the COVID pandemic.
