New project in Sustainable Water Integrated Management

GWP Mediterranean is a Consortium Member and the Technical Director of the regional technical assistance project Sustainable Water Integrated Management – Support Mechanism (SWIM-SM) that was launched by the European Commission in December 2010 to promote the extensive dissemination of sustainable water management policies and practices in the Mediterranean. SWIM-SM Partner countries are Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the occupied Palestinian territory, Syria and Tunisia. As a Technical Director, GWP Mediterranean oversees all activities and contributes technically to the implementation of the project.

The SWIM-SM Implementing Consortium, led by LDK Consultant Engineers & Planners SA based in Greece, is formed by a diversity of partners, including institutions, regional stakeholders organisations and consultancy bureaus.

The project, with a duration of four years (2010-2014) and a budget of 6.7 million Euro, has a regional scope and aims to add value and complement other regional processes through replicable regional and national activities to:
• Provide strategic assistance to EU Partner Countries of the Mediterranean in designing and implementing sustainable water management policies and plans, involving inter-sector dialogue as well as stakeholder consultation;
 Contribute to ensuring institutional reinforcement and the development of the necessary planning and management skills and facilitate transfer of know how.

SWIM-SM will support:
 Improved water governance and mainstreaming of water considerations and objectives into sectoral policies such as agriculture, industry, tourism, etc. in order for water to become a prominent feature of national development policies and strategies;
 Water institutions empowerment through the development of national and regional capacity building programs;
 The application of Sustainable Water Management Plans by promoting exchange of experiences among water intensive sectors;
 The identification and dissemination of good practices in water management and de-pollution of the South Mediterranean region;
 The Development of a Communication and Awareness Raising Strategy adapted to regional and national key stakeholders inside and outside the water sector.

The Project will address the four core themes that are reflected in the draft Strategy for Water in the Mediterranean (i.e. water governance, water and climate change, water financing and, water demand management and efficiency). It is also expected to build synergies with the draft Arab Water Strategy and target water issues that are linked to the three main sources of pollution identified by the Horizon 2020 Initiative to De-Pollute the Mediterranean: municipal waste, municipal wastewater, and industrial emissions.

Operational linkages with the objectives of the Mediterranean Component of the EU Water Initiative (MED EUWI) will be also secured and synergies will be built with other on-going regional processes and projects, such as the Mediterranean Strategy for Sustainable Development (MSSD) - elaborated in the framework of the Barcelona Convention – and the GEF Strategic Partnership for the Mediterranean Large Marine Ecosystem and the SustainableMed Programme of the World Bank and GEF. Moreover, SWIM-SM will provide technical assistance to a set of Demonstration/Pilot Projects supported by the European Commission with a 15 million Euros budget.

GWP-Med, in its capacity as Technical Director of the project, contributes technically to and oversees all activities implemented in the framework of SWIM-SM.
