Extreme and unpredictable rainfall patterns, intense floods and droughts add significantly to the cost of controlling and managing water resources in Eastern Africa. A meeting of the Coordination Bureau of the African Network of Basin Organizations (ANBO) and the last meeting of the Steering Committee of the project "Strengthening Transboundary Water Management Institutions (SITWA)" have been held in Dakar, Senegal on 28 and 29 November 2016.

The Water Management Commission for the Sélingué and Markala reservoirs (CGESM) was in conclave in Sélingué to take stock of the various recommendations of their previous session; namely: the report on the monitoring of the Sélingué hydroelectric dam from 1 to 20 January 2018 and the results of the simulation of storage and filling 2018 of this dam, as well as the monitoring of the management of the Markala dam in response to the water deficit this year.
In 2012, UN estimated that children and youth account for 43 percent of the world’s population. Asia is home to 738 million youth, which is 61 percent of the world’s youth. Two third of youth in developing countries are not employed with work, not studying, or engaged in irregular/informal employment. It is evident that unemployment is affecting young women more than young men in almost all regions of the world. These figures highlight an unutilised resources which represents almost the half of the total world population and having capable in playing an important role in transforming societies.
